Growth and Development 2010

The goal of the Growth and Development Grant program is to help locals finance initiatives that revitalize and continuously improve their association's delivery of service to members. The grants are to be used as seed money, providing the initial cost of new programs or initiatives, not to fund existing programs, and, they must be able to be sustained out of local funding once the grant funds that initiated the project have been expended.

Annually, Central budgets $50,000 for these grants.

When applying for this grant, locals must choose at least one of the Characteristics of an Effective Local Association to correlate with their individual proposal. A link to the listing of the characteristics is found below.

As you review the listing you will find suggested activities and recommended intiatives that support the Characteristics of an Effective Local Association. At the bottom of the listing there is a link to the Growth and Development online application.

The maximum grant amount is based on membership of the local:

1 - 100 members -- up to $2,000
101 - 400 members -- up to $3,000
401 - 800 members -- up to $4,000
801+ members -- up to $5,000

Grants will be awarded for a one-year project. Priority will be given to first time applicants, but this does not prohibit locals applying yearly for new projects.The grant will be paid on a reimbursement basis. If a local has a special need to receive grant funds prior to completion of an activity, advancement of grant funds will be considered upon request.All expenditures must be submitted on the Growth and Development Voucher form. The voucher will require a separate page for each proposed goal and include:

  • a brief narrative of the activities for the specific goal;
  • the date/s the activities were completed;
  • an itemization of the individual expenditures for goods or services for the specific goal;
  • the itemized cost/s of the purchased items or services;
  • and, an attached sheet bearing the original receipts verifying the delineated expenditures.

Per Central vendor policy, unionized firms or suppliers, if available, shall provide goods or services.

Central grants are intended to encourage new ideas, not to fund existing programs and must be able to be financially sustained by the local association after the conclusion of the grant period.

The Finance Committee will be accepting applications for new grant proposals through October 15, 2010 for the 2010-2011 school year.

Incentive Award Program

The Central Incentive Award Program is intended to build stronger, better-informed locals by rewarding active participation in Central programs and events. Locals that attend designated events or activities receive a cash payment of $50.00 for each event; attending all eight required and two elective events, ten (10) events in total,earns a total grant amount of $500.

Additionally, if a local conducts a Fund for Children and Public Education Campaign and attains a member participation level of 13%, the local’s grant amount is doubled. That raises the potential grant amount to $1,000.

Local associations will be able to receive an initial payment in January for participation credits earned through December; participation credits earned through the end of the program cycle are paid in May.

Qualifying Events: Locals will be awarded $50 credits for participation in: each of the three area meetings ($150); the All Area Meeting and Delegate briefing in November ($50); the December OEA Representative Assembly ($50); the Central Representative Assembly in April ($50); the May OEA Representative Assembly ($50); participation in at least two leadership activities provided by Central or OEA ($100); and a $50 credit will be available to locals for having their Constitution & Bylaws in compliance and on file with OEA, or proof that a process has been put in place to meet compliance.

With the exception of the OEA Representative Assemblies, online registration via Central's Web site is mandatory for tracking local Association participation and determining monetary awards.

The Local Initiative Grant Program

The Local Initiative Grant Program was created by a new business item at the Spring RA to assist local associations with projects of an immediate or emergency nature. Community initiatives like school district levy or bond campaigns are examples of activities that align with the intended target of these grants.

These grants should not focus on leadership development or other association building initiatives which should be addressed in a Growth and Development Grant proposal.

Grants will be awarded on an as needed basis. The grant will be a one-time award and the awarded grant will be for one year or less.

Program/Workshop Administration Support Grants

In order to continue to expand Central’s professional development and leadership development programs throughout the entire Central region, Central offers incentives to any Central Local Association that hosts an off-site workshop in their area.

Besides being reimbursed for costs incurred such as building usage, meals, etc., locals can receive a direct cash grant in the amount of $100 to $350 for their leadership effort in coordinating the training event.
